WHO THREW THE FIRST PUNCH?
As has been reported; Putin claimed Hillary Clinton interfered in his election and was involved in the almost year-long large protest alleging corruption afterward. Through both her words and the US funding of opposition groups.

Was the US State Department working with opposition groups? And were they giving more than signals?
In 2010 Golos received a two-year $2.8 million grant from USAID,…The money was to pay for the monitoring of two federal elections and three other polls. Russia’s presidential poll, in which Putin is expected to return to power, is on March 4. (Reuters, 2011)
U.S. State Department spokesman Mark Toner said the United States had spent more than $9 million on financial support and technical training for civil society groups before the Russian election….and would keep supporting those working to ensure free, fair and transparent electoral processes. Take note; this is a U.S. State Department spokesman, Mark Toner.
The amount of money USAID allocated to programs in Russia was nearly $55 billion….. around $3 million allocated to “political competition and consensus building.” (Reuters, 2011)
Amidst charges by the Putin administration that the demonstrators received cash support from the United States;
“The fact of the matter is that receiving financial support from abroad for political activities is illegal, a crime. If anyone received money from abroad they should be in jail,” said Nemtsov (Reuters, 2011)
In September 2012, Clinton …..(met wit) Lavrov ,,,,,the Asia-Pacific Economic Cooperation summit in Vladivostok, Russia…. when they met, Lavrov slammed her with some unexpected news: Russia was kicking out the U.S. Agency for International Development and gave the secretary of state 30 days to pack up its contingent in Russia and move it out. Stunned, Clinton walked out. (Politico, 2016)

Does the USAID, which claims to be an independent agency, work for the State Department? Was Hillary Clinton being too loose with the money, and with the accountability of those USAID was funding for;”Democratic Governance”
“The U.S. Agency for International Development (USAID) is an independent agency of the U.S. Government that works closely with the State Department and receives overall foreign policy guidance from the Secretary of State.” (Google Search)
What does that mean? It appears “foreign policy guidance” may depend on the personalities involved. Under FOIA program a letter was released [UNCLASSIFIED U.S. Department of State Case No. F-2014-20439 Doc No. C05798133 Date: 01/07/2016] The letter concerns USAID’s intention to change it’s budget priorities and was sent to Cheryl D Mills from Goldberg, Robert H. Here is a brief cut from it:
“However, we need to make sure that the Department of State is fully engaged in these discussions as regional bureaus and Chiefs of Mission have strong policy equities in USAID’s presence and its programs. I made the point to USAID that involvement with State is critical and I suggested that Raj raise his plans with you soon. Raj may raise this with the Secretary at his next available opportunity.”
This was less than a month after USAID and the State Department contingent was kicked out of Russia. It was about funding control, which is why they both were kicked out of Russia over Putin’s election tampering charges. Also accessed was the following FOIA release: UNCLASSIFIED U.S. Department of State Case No. F-2012-35734 Doc No. C05366338 Date: 09/30/2014. This document written by Under Secretary of State Lew, was concerning the forthcoming 2012 budget for State and USAID, beginning fiscal October 2012. The letter was sent around March 10, 2011, for planning purposes. (of course, they left Russia a month before this budget spoke of would have gone into effect) Thus there was a linkage in funding and it appears State is taking the lead.

The Clintons have had a money/accountability problem since “Travelgate” and after Donna Bazile’s recent allegations that while Bazile was Chairman of the DNC, all the funding, and dispersal of funds was done without her knowledge or input, and still do. Clinton is a take charge person, and it is almost certain she made final decisions concerning joint State / USAID funding efforts. In other words, she likely decided to fund the NGO’s that Putin was suspicious of interfering in his election.
Putin claimed;” Her involvement in the anti-Putin demonstrations after the election” may have spurred Putin’s tit for tat disruptions of the US election process. Putin accused Hillary of trying to instigate an “Orange type Revolution” against his regime per the following news reports.
“At a crisis meeting with his advisers on Dec. 8 of that year, the Russian leader chose to lay the blame on one meddling foreign diplomat: U.S. Secretary of State Hillary Clinton.”
“She set the tone for certain actors inside the country; she gave the signal,” Putin said of Clinton at the time, accusing her of ordering the opposition movement into action like some kind of revolutionary sleeper cell. “They heard this signal and, with the support of the U.S. State Department, started actively doing their work.” Time – July 2016
The money issue aside, Secretary of State Hillary Clinton blast Putin concerning the earlier parliamentary elections.
Secretary of State Hillary Clinton called for a “full investigation” of irregularities in Sunday’s parliamentary elections in which the party of Russian Prime Minister Vladimir Putin appears to have suffered a serious setback.
“We have serious concerns about the conduct of the election,” she said Tuesday as ministers gathered for a meeting of the Organization for Security and Cooperation in Europe. (Time, Dec. 2011)
Since leaving government, Clinton has had almost exclusively tough words for Putin, especially following Russia’s 2014 annexation of Crimea. At a March 2014 fundraiser, Clinton compared Putin’s action “to what Hitler did back in the ’30s.” (Politico, July 2016)
Early last August, (2016)an envelope with extraordinary handling restrictions arrived at the White House. Sent by courier from the CIA, it carried “eyes only” instructions that its contents be shown to just four people: President Barack Obama and three senior aides.
“Inside was an intelligence bombshell, a report drawn from sourcing deep inside the Russian government that detailed Russian President Vladimir Putin’s direct involvement in a cyber campaign to disrupt and discredit the U.S. presidential race.” (WP,2017)
But it went further. The intelligence captured Putin’s specific instructions on the operation’s audacious objectives — defeat or at least damage the Democratic nominee, Hillary Clinton, and help elect her opponent, Donald Trump.

If Obama, the CIA, FBI, knew from “sourcing deep inside the Russian government” that Putin was planning on interfering and had detailed the type of interfering, then why has this been investigated for a year?
Why did when FBI Mueller announce 13 indictments February 16, 2016, was it like it was finally concluded Russia did interfere in the US election? “Friday in a sprawling indictment that unveiled a sophisticated network designed to subvert the 2016 election and to support the Trump campaign.” (NYT, Feb 16, 2018)
When in August 2016, Obama received intelligence of this very fact. And Obama planned to consider his reactions.
Over that five-month interval, the Obama administration secretly debated dozens of options for deterring or punishing Russia, including cyber attacks on Russian infrastructure, the release of CIA-gathered material that might embarrass Putin and sanctions that officials said could “crater” the Russian economy. Today, February 17, 2018, the reporters hammered President Trump on did he have plans to retaliate or take action against Russia for tampering with the 2016 Election. First of all, Obama knew about it in August 2016, prior to the November ballots cast, so what did he do about it. We know the FBI started an investigation. But the criminal had already admitted his crime or was discovered in August 2016. So what are we going to do February 2017?
An editorial comment: I suspect Hillary Clinton, did secretly finance opposition groups through USAID, in line with their broad budget definitions, and Putin may have been justified by his complaint, even in retaliation. I hate to suggest siding with Putin, but Hillary’s obvious ego and narcissistic behavior make it believable. She had other Russian motives, her support for Yeltsin, to the displeasure of Putin, her close connections with the new Russian Oligarchy class in connection with the proposed new Russian Silicon Valley. And Putin’s eventual taking the Oligarchy’s ambitions away from them. A very big slam to her resume of accomplishments and political ambitions. I know blood is thicker than water, but Hillary’s not my blood, possibly not human blood. Putin has ice water in his veins, but the people are better off than Kruchev. Yeltsin, who knows, he was drunk most of the time.
Furthermore, while US and Russia’s relations are at a very low point, this suspect violation of our national sovereignty could accelerate to a new cold war or war. In which I always suspected the Democrats and Hillary wanted a war with Russia from the start. (to hide behind) My advice is for President Trump and Putin, to agree to a cease fire on all election tampering, financial and cyber. Life’s too short, to start a nuclear war over Hillary Clinton. (Oh and put Clinton in jail, and everyone in the Obama administration guilty of security violations, fraud etc. Obama should have been an Alabama Governor. They always go to jail)
Oh:”Tillerson wants to merge the State Dept. and USAID. That’s a bad idea.”(WP, June 2017) lol. No comment.
